CITES Notifications

Notifications provide information to CITES Parties and others on topics relevant to the implementation of the Convention.  All CITES Secretariat Notifications are posted on the CITES web site. Summaries of the content of the more recent notifications are listed below. 

Notification 2007/030 – Trade in sturgeons and paddlefish

Informs Parties of a number of issues arising from the CoP 14 amendments to the Resolutions (Res Conf 12.7. Rev CoP 14) and Decisions (14.118-14.125) on the Conservation of and trade in sturgeons and paddlefish:

  • Parties are reminded that a caviar trade database has been developed by UNEP-WCMC.  The caviar database can be accessed by the CITES website.
  • Parties are encouraged to submit copies of all documents authorising trade in caviar, no later than 1 month from the date of issuance, so that the database can be effective.  It is recommended that documents are sent electronically, using the e-mail address in this Notification.
  • The Resolution recommends that Parties consult the database before issuing re-export certificates.
  • Parties are asked to encourage traders to use the full eight digit Customs tariff code for caviar.
  • Parties are reminded to separate trade in caviar and meat from live specimens, using the agreed codes and preferred units contained in Decision 14.22.
  • Parties are also reminded that export quotas for 2008/2009, shall not be higher than those agreed in 2007 for each species.  Details of such quotas should be sent no later than 31 December 2007, together with the scientific data used to establish catch and export quotas, in the case of shared stocks.

Notification 2007/29 – Elephants and ivory trade questionnaire

Informs Parties of the questionnaire in relation to the Action plan for the control of trade in elephant ivory that was amended and adopted at the 14th meeting of the Conference of the Parties (Decision 13.26 Rev CoP 14).

As one of the Parties identified in the ETIS report as being affected by the illicit trade in ivory, the UK is requested to complete and submit the questionnaire to the Secretariat by 31 December 2007.

Notification 2007/28 – New CITES Appendices in effect after the 14th meeting of the Conference of the Parties

Informs Parties that the new Appendices, as adopted at the 14th CoP, have now been made available in PDF format on the CITES website.

An html version of the new appendices will be posted on 13 September 2007, when they come into effect.

Notification 2007/027 – United States of America – New CITES federal regulations

Informs Parties that the US Fish and Wildlife Service have updated their federal regulations which implement CITES. 

Although the new regulation reflects the way the US currently implements the Convention, Parties are advised that there are new provisions as well.  In particular, once the rule goes into affect the US will no longer accept CITES documents that have not been validated or certified by the inspecting authority at the time of export or re-export.

The new regulation can be viewed at www.fws.gov/international and will take effect on 24 September 2007.

Notification 2007/026 – E-commerce of specimens of CITES-listed species

Informs Parties that it was agreed that this subject should be studied further and two decisions were adopted.

The first of theses requests that the Secretariat seeks information on this from the Parties. Therefore they are invited to submit information relating to:

¨        The scale and nature of wildlife trade conducted via the Internet;

¨        Any real or perceived problems relating to such trade, including illicit trade;

¨        The nature and effectiveness of any measures that Parties have taken to regulate the trade in wildlife;

¨        Any changes in trade routes, species in trade and methods of shipment that have been observed.

Please supply all information by 31 December 2007.

Notification 2007/025 - Control of operations that breed Appendix I animals species for commercial purposes.

Informs Parties of changes to the Register of operations that breed Appendix I animal species for commercial purposes.  The Register will include captive breeding operations in:

These taxa are already included in the Secretariat’s Register.  Providing no objection from a Party has been received within 90 days (by 7 November 2007), these operations will be included in the Secretariat’s register.

Notification 2007/024 - Summary records of the 14th meeting of the Conference of the Parties

Informs Parties that the summary records of the fourth, fifth and sixth plenary sessions of CoP 14 were not adopted by the parties during the meeting.

The draft summary of these sessions can be found on the CITES website, and participants in the meeting are invited to inform the Secretariat of any further necessary corrections by the 27th August 2007.  If participants have already informed the Secretariat of amendments, then they do not need to be communicated again.

All summary records with amendments will be revised and displayed on the CITES website.

Notification 2007/023 - Updates to the CITES Directory and Registers

Informs Parties of the following updates:

  1. To the data sheets of the CITES Directory
  1. Updates to 2 Registers:
      • Register of operations that breed Appendix-I animal species for commercial purposes.
      • Register of scientific institutions entitled to the exemption provided by Article VII paragraph 6, of the Convention. 

Detailed changes can be found in the notification.

Notification 2007/022 Amendments to Appendices I and II of the Convention

Informs Parties of the following amendments to Appendices I and II, agreed at the 14th Conference of the Parties.  Specific details of the amendments can be found within the notification which includes:

a.  New text to be included in the Interpretation section of the Appendices on the inclusion of all parts and derivatives of a listed species, unless an annotation indicates whether only certain parts and derivatives of the species are included.

b.  Species deleted from Appendix I

c.  Species deleted from Appendix II

d.  The transfer of taxa from Appendix I to II

e.  The transfer of taxa from Appendix II to I

f.  The inclusion of taxa into Appendix I

g.  The inclusion of taxa into Appendix II

h.  The new annotations to the populations of Loxodonta Africana in Appendix II

i.  The new annotation to the population of Vicugna vicugna of Bolivia in Appendix II

j.  Replacing the annotations to certain taxa requiring certain parts and derivatives to be specified

k.  The new annotation to Orchidacea sp. In Appendix II

l.  The annotations for Taxus chinensis, Taxus fuana and Taxus sumatrana have all been deleted, while the new annotation to Taxus cuspidata is replaced.

In addition the Appendices will be updated with the :

  • New nomenclature references for species and taxa agreed at CoP 14 as, laid out in CoP 14 Doc 8.5.
  • The listing of animal species in the Appendices to list the Order, Families and Genera in alphabetical order, to aid simplification.

The Secretariat shall publish amendments adopted at CoP14 shortly, and these shall enter into force on 13 September 2007.   Any Parties wishing to make a reservation about one of more of the amendments made at CoP 14 must do so, in writing, by 13 September 2007.

Notification 2007/021 - Appendix III

Informs Parties of the inclusion of Dipteryx panamensis (the Mountain Almond tree, commercial name Tonka bean wood) into Appendix III, by the Government of Nicaragua.

This shall come into affect on 13th September and a revised edition of the CITES Appendices will be placed on the CITES website prior to this date.

Notification 2007/20 – Control of operations that breed Appendix-I animal species for commercial purposes

Informs Parties of changes to the Register of operations that breed Appendix I animal species for commercial purposes.  The Register will include captive breeding operations in:

  • Bangladesh (Crocodylus porosus)
  • Malaysia (Scleropages formosus)
  • Singapore (Scleropages formosus)

providing no objection from a Party has been received within 90 days (by 28 August 2007) after the date of this Notification.  These taxa are already included in the Secretariat’s Register.

Notification 2007/019 - Interactive training course for enforcement officers and information module for prosecutors and the judiciary on CD-ROM

Informs Parties of a new interactive training course and information module aimed at officers, custom officials and government officials. It provides information on the operation of the Convention, legislation and ethics, as well as a module for prosecutors and the judiciary.

Copies of the interactive CD-ROM maybe requested from the Secretariat.

Notification 2007/018 - New edition of the Checklist of CITES species and annotated CITES Appendices and reservations

Asks Parties for feedback on the current edition of the Checklist of CITES species and annotated CITES Appendices and reservations (2005 Version), in order that changes may be considered for the forthcoming edition.

Following the 14th Conference of the Parties, the Secretariat, in collaboration with UNEP-WCMC will be preparing a new version to replace the 2005 version.

Notification 2007/017 - Updates to the CITES Directory and Registers

Informs Parties of the following updates:

  • to the data sheets of the CITES Directory
  • to the Register of scientific institutions entitled to the exemption provided by Article VII, paragraph 6, of the Convention.

Notification No: 2007/016 – Export Quotas for 2007: Explanatory Notes

The Secretariat has published on its website details of export quotas for CITES-listed species that Parties have established for 2007.

There are four types of quota:

  1. Voluntary national export quotas
  1. Export quotas recommended by the Conference of Parties, Standing Committee or the Animals Committee
  1. Export quotas for raw elephant ivory
  1. Catch and export quotas for Acipenseriformes

Notification No: 2007/015 – MALAYSIA (Stolen CITES permits and security stamp)

Informs Parties of the possibility that some CITES permits and a security stamp have been stolen from the CITES Management Authority of Malaysia for Sarawak office. The permit numbers are: 005600; 005649; and 005650.   The security stamp number is: 0064180.

If a Management Authority discovers any of these permits or the security stamp, they are asked to immediately contact the CITES Management Authority of Malaysia in Sarawak.

Notification No: 2007/014 – GUINEA (Use of Invalid Permits and Certificate Forms)

Reminds Parties of Alert number 22 (issued in April 2006) which described invalid permits that had alledgedly been issued by the CITES Management Authority of Guinea and were used to facilitate illicit trade, particularly involving live birds

Illicit trade using such documents appears to be continuing and Parties are  reminded to carefully check that the correct information is contained in box 6 of any permit or certificate authorising trade from Guinea.  Details of the only office authorised to issue permits and certificates can be found in Alert number 22.

Any permit or certificate that specifies any other office should be rejected.  In addition any specimens that are covered by such a document should be seized.

Any suspect CITES documents apparently originating from Guinea should be reported to the Secretariat.  Parties are encouraged to seek confirmation from the CITES Management Authority of Guinea, in case of doubt

Notification No: 2007/013 - Updates to the CITES Directory and Registers

Informs the Parties of the changes made to the data sheets of the Directory sent with Notification to the Parties No. 2000/048 of 31 July 2000.

Also informs the Parties of updates to the following Registers:

a) Register of operations that breed Appendix-I animal species for commercial purposes.

b) Register of scientific institutions entitled to the exemption provided by Article VII, paragraph 6, of the Convention.

Notification No: 2007/012 - Appendices I, II and III

Further to notification 2007/007, this notification informs the Parties of the exclusion of Psittacula krameri  from the Appendix-II listing of Psittaciformes spp.

The Secretariat sincerely regrets that this was not done when the new edition of the Appendices valid from 3 May 2007 was issued.

Notification No: 2007/011 - Specific reservations

Informs the parties of the withdrawal of Psittacula krameri (Rose Ringed Parakeet) from Appendix III by Ghana, with regard to which reservations had previously been made by Liechtenstein and Switzerland.

These reservations ceased to be in effect on 4 March 2007 and the Secretariat has revised the list of reservations accordingly.

Notification No: 2007/010 - Proposals to amend Appendices I and II

Provisional assessments by the Secretariat

Informs the Parties of the provisional assessments prepared by the Secretariat for the list of proposals to amend Appendices I and II (communicated in Notification to the Parties No. 2007/008).

This information is being communicated to the Parties at this early stage in order to help them in making their own assessment of the proposals, to stimulate discussion and to encourage further clarification to be provided where appropriate.

Parties are reminded that comments on the proposals relating to marine species received before the 30 March 2007 will be taken into account in the Secretariats assessments.  Comments are welcomed from Parties, organisations and intergovernmental bodies having a function in relation to marine species.  The Secretariat’s assessment of the proposals to amend Appendices I and II will be communicated by 23 April 2007.

Notification No: 2007/009 - Updates to the CITES Directory and Registers

Informs the Parties of changes to the data sheets of the Directory sent with Notification to the Parties No. 2000/048 of 31 July 2000.

Also informs the parties of updates to the Register of scientific institutions entitled to the exemption provided by Article VII, paragraph 6, of the Convention.

Notification No: 2007/008 - Proposals to amend Appendices I and II at the 14th meeting of the Conference of the Parties

Informs parties that the deadline for the submission of proposals to amend Appendices I and II for consideration at the 14th meeting of the Conference of the Parties was 4 January 2007.

Proposals to amend the Appendices

Notification No. 2007/007 - Appendix III

Informs the Parties of new species that South Africa wish to be included in Appendix III. The inclusion of these new species will take effect 90 days after the date of this Notification, on 3 May 2007.

Also informs Parties that the Government of Ghana has withdrawn several species from Appendix III. These species can be viewed on the CITES web page at: www.cites.org

The withdrawal will take effect 30 days after the date of this Notification, on 4 March 2007.

Notification No. 2007/006 - Updates to the CITES Directory and Registers

Informs the Parties of changes made to the data sheets of the Directory sent with Notification to the Parties No. 2000/048 of 31 July 2000. The changed sheets can be viewed on the CITES web page at: www.cites.org

Notification No. 2007/005 – Transmission of Documents

Informs of the distribution to Parties of sample import / export documents relating to different countries. Hard copies of the documents are being distributed to HMRC, Scientific Authorities, Crown Dependencies and Overseas Territories by the UKMA.

Notification No. 2007/004 - Implementation of Resolution Conf. 12.8 (Rev. CoP13) Recommendations of the Standing Committee 

Informs the Parties that at its 21st meeting (Geneva, May 2005), how the Animals Committee formulated recommendations to address problems identified in the implementation of Article IV, paragraphs 2(a) and 3 with respect to Falco cherrug.

The following five countries have failed to reply to the Standing Committee after recommendations were sent to 26 countries categorized as 'of possible concern' on 16 and 17 August 2005, with a deadline of three months for implementation.  Therefore the Standing Committee recommends that all Parties suspend trade in Falco cherrug from Armenia, Bahrain, Iraq, Mauritania and Tajikistan with effect from 1 January 2007.  This course of action was decided at the 54th Standing Committee meeting.

Also informs the Parties that at its 54th meeting, the Standing Committee also agreed to change its current recommendation to Parties not to accept imports of specimens of Saiga tatarica from Kazakhstan and the Russian Federation in order to allow the export from these two range States of live specimens from breeding facilities for conservation purposes.

The present Notification replaces Notification to the Parties No. 2006/072.

Notification No. 2007/003 – Standard nomenclature - Standard references to be considered at CoP14  

Informs the parties of the need for the Secretariat to be provided with the citations (and ordering information) of checklists that will be nominated for standard references at least six months before the meeting of the Conference of the Parties.

In compliance with this recommendation, the Nomenclature Committee has submitted the citations of checklists that will be nominated for taxonomic standard references at the 14th meeting of the Conference of the Parties (to be held in The Hague, the Netherlands, from 3 to 15 June 2007).

Notification No. 2007/002 – Security Stamps

Informs which Parties will continue to use the old standard security stamp after 31st of December 2003. See notification.

Notification No. 2007/001 – List of Valid Notifications

Informs parties that the list of all Notifications to the Parties remaining valid on the 1st January 2007 is available at www.cites.org During the process of updating the list,  the Secretariat seeks to minimise as much as possible the number of valid Notifications.  The main criterion that the Secretariat uses in deciding whether any Notification should be deleted is whether it contains information that a new Party would need to receive. 

Notification No. 2006/077 – Monitoring of illegal trade in Ivory

The Secretariat reminds Parties of the considerable time, money and effort that have been devoted to the Elephant Trade Information System (ETIS) and encourages them to submit reports on all seizures of ivory and other elephant products.

These reports may be submitted for inclusion in ETIS in printed form or electronically to the CITES Secretariat for passing to TRAFFIC, or directly to TRAFFIC.  To ensure that any such information will be included in the upcoming analysis of ETIS data for the 14th CoP Parties should ensure their submissions reach TRAFFIC by 7 February 2007.  Full contact details are available on the CITES website along with Explanatory notes for the Ivory and Elephant product seizure data collection form.

This Notification replaces Notifications to the Parties No. 1999/92 of 30 November 1999 and 2004/030 of 30 April 2004.

The 14th meeting of the conference of the Parties (CoP14) will be held in the Hague, The Netherlands, from 3 to 15 June 2007.

Notification 2006/074 - Reissue of a recommendation to suspend trade - Annual reports

The Secretariat informs Parties that, pursuant to Decision 11.37 and now integrated in Resolution Conf. 11.17 (Rev. CoP13), the Conference of the Parties recommends that they not authorize trade in specimens of CITES-listed species with Somalia until further notice.

The present Notification is a reissue of the part of previous recommendations that remain in effect and replaces Notifications 2002/064, 2003/006, 2003/016, 2003/039 and 2003/043.

Notification 2006/073 - Reissue of a recommendation to suspend trade - National legislation

The Secretariat informs Parties that the Standing Committee recommends that they suspend commercial trade in specimens of CITES-listed species to and from Djibouti, Guinea-Bissau, Liberia and Rwanda until further notice.

The present Notification is a reissue of the part of previous recommendations that remain in effect and replaces Notifications 2004/024, 2004/043 and 2004/047.

Notification 2006/072 - Implementation of Resolution Conf. 12.8 (Rev. CoP13) Recommendations of the Standing Committee

At the 54th Standing Committee meeting in Geneva (Oct 2006), the Standing Committee decided to recommend that all Parties suspend imports of all specimens of Cycadaceae, Stangeriaceae and Zamiaceae from Madagascar, Mozambique and Viet Nam until the Plants Committee's recommendations designed to ensure the correct implementation of Article IV, paragraphs 2 (a) and 3, had been complied with.

At the same meeting, the Standing Committee decided to withdraw its recommendations that all Parties suspend imports of specimens of Pericopsis elata from the Central African Republic and the Congo.

Notification 2006/071 – Election of regional members of the Standing Committee and of the Plants and Animals Committees

Informs the parties that the election of regional members and alternate regional members of the Standing Committee and of the Animals and Plants Committees takes place at regional meetings during the regular meetings of the Conference of the Parties.

The guidelines regarding procedure to be followed for the selection of members are contained in Resolution Conf 11.1 (Rev CoP13).  In particular it is to be noted that candidatures for membership of the above committees should be submitted 120 days before the meeting at which the elections are to take place (by 3rd Feb 2007.) 

With regards to membership of the Standing Committee candidatures should be submitted through the Secretariat.  For membership to the Plants and Animals Committee, the conference has indicated that proposals for candidates as representatives should be supported by the relevant governments to ensure they have the means to undertake their activities.  The Conference of the Parties further decided that the names of the candidates and their curricula vitae should be circulated to the Parties of the region concerned.

Notification 2006/070 - CITES Great Ape Enforcement Task Force

Informs the parties that the CITES Great Ape Enforcement Task Force met at UNEP headquarters, Gigiri, Kenya, from 31 October to 2 November 2006. During its discussions, it was noted that insufficient information is available regarding the nature of such trade. Consequently, the Task Force members designed a country profile form to gather information from the Parties.

The form is to be circulated via CITES, UNEP/UNESCO Great Ape Survival Project (GRASP), ICPO-Interpol and World Customs Organization channels. The resulting information will then be collated and analysed by the CITES Secretariat, ICPO-Interpol and the World Customs Organization to prepare a briefing document to help relevant law enforcement agencies to combat illicit trade in great apes.

The Task Force believes that consumer and transit States are also likely to have valuable information and, thus, encourages all countries where illicit trade in great apes takes place to supply information under any of the relevant sections of the form (see http://www.cites.org/eng/notif/2006/E070A.pdf for form).

Submissions of information should be made to the CITES Secretariat by 31 January 2007.

Notification 2006/069 - Assistance from Project Seahorse

Informs the parties that a web-based project designed to assist parties in implementing the Appendix II listing for seahorses (Hippocampus spp.) is being developed by Project Seahorse.  Project Seahorse is an academic marine research and management NGO.  

Parties will be contacted in order to develop a central web-based set of information and resources.  This will be available to all arties to aid in seahorse identification, distribution, biology and trade.   The website will be operational in 2007 and will initially be in English.  

The Secretariat invites parties to support the Project Seahorse initiative, which could become a model for providing species specific information and capacity building resources.

Notification 2006/068 - Control of operations that breed Appendix-I animal species for commercial purposes

Informs the parties that the secretariat has been requested to include information concerning a captive-breeding operation in Thailand for Estuarine crocodiles (Crocodylus porosus) and Siamese crocodiles (Crocodylus siamensis) in the Register of operations that breed Appendix-I animal species for commercial purposes. This is a taxon that is already included in the Secretariat’s Register.

Also informs the parties that the secretariat has also been requested to include information concerning a captive breeding operation in Mauritius for Radiated Tortoises (Geochelone radiata) in the Register of operations that breed Appendix-I animal species for commercial purposes. This is a taxon that is not yet included in the Secretariat’s Register.

In accordance with the provisions of Resolution Conf. 12.10 (Rev. CoP13), Annex 2, the operations will be included in the Secretariat’s Register 90 days after the date of this Notification, i.e. 6 March 2007, unless the Secretariat receives an objection from a Party.

Notification 2006/066 - Publications of the International Air Transport Association (IATA)

Informs Parties on the release, availability and discount on the 32nd and 33rd   editions of the ‘Live Animals Regulations’ and of the fifth and sixth editions of the ‘Perishable Cargo Manual.’

The ‘Live Animals Regulations’, 33rd edition, is effective from 1 October 2006 till 30 September 2007.

Accepted by CITES and recognized as the international standard for transport of animals by air, the IATA Live Animals Regulations (LAR) is an essential source of information on how to ship animals safely, humanely and cost-effectively. It specifies the minimum requirements for the international transport of animals, and indicates what precautions airlines, shippers, cargo agents and animal-care professionals should take on the ground and in the air.

The Perishable Cargo Manual is the reference guide for the preparation, packaging and handling of perishable goods to be transported by air. This manual has a special section about requirements and instructions for plants transportation, including cooling, shipping temperatures and storage guidelines. This new edition contains inter alia a new chapter on ornamental plants such as cut flowers.

Notification 2006/065 - Enforcement-Related Contact Information

Urges Parties that haven’t submitted to the secretariat, as per decision 13.84, contact details of each of their relevant national law enforcement agencies responsible for investigating and prosecuting illegal trafficking in wild fauna and flora, to do so as soon as possible.  (See notification for a copy of the form to complete.) This Notification replaces Notification to the Parties No. 2004/077 of 9 December 2004.

Notification 2006/064 – Security Stamps

Informs which Parties will continue to use the old standard security stamp after 31st of December 2003. 

Notification 2006/063 – Fossil Corals

Advises the parties to define the fossil specimens that are not subject of the provisions of the Convention.

Directed to Parties:

13.95    The Parties that are involved in the trade in stony corals should, by the end of 2005, determine  how they will interpret the annotation exempting fossil corals from the provisions of the Convention and provide this interpretation to the Secretariat for distribution to the Parties.

Directed to the Animals Committee:

13.96    The Animals Committee shall proceed with an analysis of the Parties'  interpretation of the annotation on fossil corals and other tasks necessary to undertake a review of Resolution Conf. 11.10 (Rev. CoP12) and report to the Secretariat by the end of 2006.

 Directed to the Secretariat:

 13.97    The Secretariat shall communicate the report of the Animals Committee regarding the interpretation of the annotation exempting fossil corals to the Parties via a notification before the 14th meeting of the Conference of the Parties.

In compliance with Decision 13.96, the Animals Committee analysed the information received from Parties. Its report of the analysis was submitted to the Secretariat and is provided as an Annex to this Notification, in accordance with Decision 13.97.

Notification 2006/062 – Periodic review of animal species included in the CITES Appendices

1.         Species selected for periodic review at the 22nd meeting of the Animals Committee (AC22, Lima, July 2006)  Informs the parties that the Animals Committee agreed at AC22 to the species that are to be reviewed between the 13th and 15th meetings of the Conference of the Parties (see notification 2006/062 for list of species).  Range States of the required species are requested to send their comments on the need to review these species to the Secretariat by 31 December 2006 at the latest.

2.         Species selected for periodic review at the 15th and 16th meetings of the Animals Committee              (AC15, Antananarivo, July 1999; AC16, Sheperdstown, December 2000)

Through Notification of the Parties No. 2005/037 of 19 July 2005, the Secretariat informed the Parties about the status of the periodic review of animal species that the Animals Committee had selected at AC15 and AC16. However, no Party has volunteered or been able to conduct species reviews for Cephalophus silvicultor (yellow-backed Duiker), Crocodilurus amazonicus (Crocodile Tegu),  Mirounga leonina (South Atlantic Elephant Seal) and Pteropus macrotis (Big-eared Flying-fox).

The Secretariat invites Parties to conduct the four remaining reviews or to provide assistance or funding to conduct one or more of these outstanding reviews.

Notification 2006/061 – Review of Significant Trade in Falco cherrug (Saker Falcon)

Advises the parties that the Animals Committee formulated recommendations to nine range States where the species was categorized as ‘of urgent concern’ and to 26 range States where it was categorized as ‘of possible concern’.

The states that are categorized as ‘urgent concern’ include: the Islamic

Republic of Iran, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, the Russian Federation, Saudi Arabia, Turkmenistan and Uzbekistan. Until further notice, these states have suspended the issuance of export permits for Falco cherrug.

Parties are requested to inform the Secretariat if an export permit for specimens of Falco cherrug from one of these countries is presented to them.

Notification 2006/060 – CITES Website discussion forum

Informs parties a new forum has been created in order to facilitate informal discussions and exchange of information among Parties and other members of the CITES community. The forum can be located on the CITES website under ‘Resources’. Here, members of specific CITES groups can place messages or documents for other members of the group to view and respond to.

Membership to this section of the website is subject to approval. Membership can either be applied for online or be provided by a forum manager (e.g. the chairman of a working group or a committee) or an administrator (a Secretariat staff member). In the first case, the user creates his own account directly, including his username and password. A user may be provided access to more than one forum.

Forums have been created for CITES Management Authorities and for Scientific Authorities. Parties are welcome to join these forums, however access to them will only be granted to staff of CITES Management Authorities and Scientific Authorities.

Notification 2006/059 – Tagging of markhor (Capra falconeri) trophies

Informs parties that there is a recommendation that each markhor hunting trophy exported from Pakistan has a self-locking tag indicating the calendar year to which the quota applies.

The CITES management have found that owing to a quota of 12 trophies per year the production of tags is not economically viable.  The Pakistani authorities have suggested at using previously acquired tags for export bearing CITESPKFL followed by a 7-digit number. 

Notification 2006/058 – Electronic permitting systems

In order to obtain information to implement the decision agreed at CoP 13 in Bangkok (2004) the secretariat requests those Parties that have developed or are developing electronic permitting systems to advise it of the status of those systems no later than the 1st December 2006.

Notification 2006/057 – Transmission of documents

Annexed to this Notification is the Secretariat’s  annual report for the year 2004.  Annual reports of the Secretariat are also available on the CITES website under Discover/CITES Secretariat/Annual reports.  Suggestions from Parties on ways to improve current reports are urged from the Secretariat.

Notification 2006/056 – Updates to the CITES Directory and Registers (Please refer to Notification)

The Secretariat wishes to inform the Parties of the changes to data sheets of the Directory sent with Notification to the Parties No. 2000/048 and the updates to the Register of Scientific institutions.

Notification 2006/055 – Review of Significant Trade – Strombus gigas (queen conch)

This Notification replaces Notification 2003/057 (29/09/03).

Notification 2006/034 (12/05/06) informed Parties about Standing Committee recommendations concerning 16 Range States where the Animals Committee (AC) had determined that Strombus gigas was of ‘possible’ or ‘urgent’ concern in the context of its Review of Significant Trade (RST).

The AC has also made long-standing recommendations extending beyond the RST, in particular inviting all Range States of S. gigas to consider and implement the recommendations of the International Queen Conch Initiative (detailed in Annex 1).  Relevant Parties and Range States are also advised to address the concerns and take the measures identified in Notification 2003/057 (detailed in Annex 2).

Notification 2006/054 – Control of operations that breed Appendix I animal species for commercial purposes

Informs the Parties that the Secretariat has been requested to include in the “Register of operations that breed Appendix I animal species for commercial purposes” information concerning captive breeding operations in the following countries:

Scleropages formosus (Asian Arowana / Dragonfish)
Malaysia

These are taxa that are already included in the Secretariat’s register. In accordance with Resolution Conf. 12.10 (Rev CoP13) Annex 2 these operations will be included in the register 90 days from 17th October unless the Secretariat receives an objection from a Party.

Notification 2006/053 – Regional assistance

Advises the Parties that the alphabetical list of designated CITES regions and Secretariat regional assistants has been updated and has been posted on the website at the following address: http://www.cites.org/eng/resources/ref/reg_assistance-A2.pdf

This notification replaces Notification No 2006/31.

Notification 2006/052 – Proposals to amend Appendices I & II – Consultation with Range States

Informs the Parties that in accordance with Resolution Conf 8.21 (consultation with Range States on proposals to amend Appendices I and II), the deadline for amendments for consideration at the 14th meeting of the COP was 8th July 2006.

By this deadline the Secretariat had received a proposal from Cambodia to transfer all species of the Genus Nycticebus (slow lorises) from Appendix II to Appendix I.

Notification 2006/051 – Monitoring of illegal trade in Ivory

Advises the Parties that due to a computer failure all data relating to ivory seizures sent to TRAFFIC East/Southern Africa, to update the ETIS system, between January and August 2006 has been irretrievably lost. Any Party or organization that submitted data during this time is requested to send it again.
